Pack 438 Committee Overview


Responsibilities of the Cub Scout Pack Committee

There must be a minimum of three adults on the committee and all members must agree to the principles of the Boy Scouts of America. Members are selected by the chartered organization.

Regardless of the size of the pack committee, these responsibilities must be performed:
  • Recruit new adult leaders, including  the Cubmaster and one or more assistant Cubmasters. These leaders must be approved by the chartered organization.
  • Provide a place for the Pack to meet.
  • Serve as a link between the Pack and the chartered organization, making sure the Pack functions within the mission of the Boy Scouts of America and within the mission of the chartered organization.
  • Make sure the Pack charter is renewed on time annually.
  • Work with the Cubmaster to deliver a quality, year-round  program to the youth and their families.
  • Maintain a Pack treasury.
  • Purchase equipment as necessary and maintain it.
  • Encourage all adults in the Pack to obtain the appropriate training for their positions.
  • Work with local Boy Scout troops, especially any troop under the same chartered organization, to provide a smooth transition for youth crossing from Cub Scouts to Boy Scouts.

The most efficient way for the committee to run is to assign specific tasks to specific members. A well organized committee makes the Cubmaster’s job much easier and ensures that a quality program is delivered to the youth.

Pack 438 is very fortunate to have an active group of volunteer leaders on our committee.  The Pack 438 Committee has a number of positions allowing more diversity in duties as well as redundancy in areas of critical need.

Pack Committee Chair


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Someone respected in the community, who shows the willingness and ability to be the Cubmaster's chief adviser.
  • Completes and maintains up-to-date BSA training, including Pack Committee Fast Start Training and Cub Scout Leader Basic Training and BSA Youth Protection Training.

Responsibilities:
  • Maintain a close relationship with the chartered organization representative, keeping this key person informed of the needs of the pack that must be brought to the attention of the organization or the district.
  • Confer with the Cubmaster on policy matters relating to the Cub Scout program and the chartered organization.
  • Call and preside at pack leaders' meetings  Assigning duties to, and training, committee members
  • Planning for pack charter review, roundup, and re-registration
  • Approving bills before payment by the pack treasurer
  • Conduct the annual pack program planning conference and pack leaders' meetings.
  • Work with the chartered organization representative to provide adequate and safe facilities for pack meetings.
  • Cooperate with the Cubmaster on council-approved money earning projects so the pack can earn money for materials and equipment.
  • Manage finances through adequate financial records.
  • Maintain adequate pack records and take care of pack property. 
  • If the Cubmaster is unable to serve, assume active direction of the pack until a successor is recruited and registered.
  • Appoint a committee member or other registered adult to be responsible for Youth Protection training.
  • Provide a parent training program.
  • Develop and maintain strong pack-troop relationships, sharing with the troop committee the need for graduations into the troop.
  • Support the policies of the Boy Scouts of America.

Popcorn Kernel


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • Coordinate the annual Popcorn Sale for Pack 438 including establishing key dates for the sales period.
  • Schedule and coordinate popcorn "Show-n-sells" at local businesses and events.
  • ​Attend the annual Popcorn training informational session provided by the Occoneechee Council.
  • Consult with the Pack leadership to discuss our participation in the annual popcorn sales and to confirm our annual sales goal.
  • Confirm with the Council that we will be participating in the annual popcorn sales program and meet key metrics and dates for communicating the necessary information for us to participate.
  • Place pre-orders for popcorn for take orders and show-n-sells.
  • Contact all registered youth in Pack 438 to let them know the details of our annual Popcorn Sale.
  • Conduct our annual Popcorn Kickoff at the appropriate date and time.
  • Contact the Council Popcorn Kernel at any time to answer any questions or to provide Pack 438 with the necessary sales materials.
  • Coach participating Scouts on how to approach potential customers and how to sell The Greatest Popcorn on Earth! ·
  • Tabulate and submit our unit order to the Council. ·
  • Submit the prize selections at the appropriate time. ·
  • Contact the Council Popcorn Kernel to confirm information about delivery dates times, and locations.
  • Pick-up our popcorn order and make sure all cases will fit in your vehicle. Invite volunteers to help you. ·
  • Distribute popcorn to Pack 438 sellers and monitor that it is delivered to customers and money is collected. ·
  • Make sure all post-sale forms are turned in on time to ensure Pack 438 will receive all prizes, awards, and incentives.

Pack Secretary


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • Keep minutes for Pack Committee meetings and distribute them to the Pack Committee in a timely manner.
  • Send out notices to the Pack (either via mail or email) for upcoming Pack events and Committee meetings
  • Keep a current copy of the Pack roster and keep attendance for meetings.
  • Keep a list of required BSA forms and materials on hand.
  • Maintains an inventory of Pack-owned equipment.
  • Let the Cubmaster, Den Leaders, and other adults involved in the Pack know what forms and printed resources are available .
  • Provide Den Leaders with forms to keep track of their dens advancement.
  • Write thank you notes to anyone who provides help to the Pack and take care of other correspondence.

Pack Membership Chair


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • Provide information on the Cub Scout program and Pack 438 to new and prospective members.
  • Assist new scout families with connecting with the den leader for their age group.
  • Enroll new scouts in the Pack, including collecting applications and other required forms.
  • Enter newly enrolled scouts in the Charter/Recharter Google Spreadsheet.
  • Submit new youth and adult applications to the Occoneechee Council offices to be recorded.
  • Enter new scouts into our advancement tracking system (currently Packmaster).
  • Maintain and update youth and adult personal information in Packmaster and the Charter/Recharter Google spreadsheet.
  • Assist with the recharter process by providing up-to-date membership information on scouts and adult leaders to be rechartered for the next year.

Committee Member at large


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • ​Support the Cubmaster and the Pack program by being an active participant in Pack Committee meetings and Pack events.
  • Seek out opportunities to fill needs in leadership and events as needed. 

Pack Treasurer


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • Manage the funds of the Pack.
  • Maintain the Pack bank account.
  • Oversee Pack account at Occoneechee Council office
  • Accept and track dues payments.
  • Deposit checks and other funds into the Pack accounts.
  • Produce checks or other means of payment for Pack expenses.
  • Maintain and produce financial report(s) for Committee meetings.

Pack Advancement Chair


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
Responsibilities:
  • ​Accept den advancement reports from den leaders and prompt them to enter data in Packmaster by the Tuesday following the 2nd den meeting of each month.
  • Provide advancement reports to den leaders or scout families upon request.
  • Enter advancements, awards and other data into Packmaster as needed. 
  • Purchase badges and other advancement items from the Scout Shop or the Occoneechee Council office.
  • Organize advancement items and awards and deliver them to the Cubmaster for presentation at monthly Pack meetings and our annual Blue and Gold Banquet crossover ceremony.
  • Work closely with the Cubmaster to ensure that advancements are being delivered correctly and in a timely manner.

Pack Recruiting Chair


Qualifications:
  • Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA.
  • A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
  • Completes and maintains up-to-date position specific training and Youth Protection Training (YPT). 
​Responsibilities:
  • Develop a comprehensive recruiting plan targeting Kindergarten through 5th grade boys and girls.
  • Leverage print and electronic media to deliver information on Pack 438 to families of scout aged children.
  • Maintain our public Facebook page to ensure timely and up-to-date information is being provided to the public.
  • Work with the Cubmaster to ensure spring and fall recruiting events are part of the annual Pack program.
  • Advertise recruiting events to the public, targeting local elementary schools (Cameron Park, Hillsborough Elementary, Pathways, Eno River Academy, New Hope Elementary, Grady Brown Elementary, Central Elementary and Efland-Cheeks Elementary) and other public spaces such as local libraries and community centers.
  • Develop flyers and other information media to distribute to prospective scout families.
  • Obtain the necessary permits from the Town of Hillsborough to place signs and banners during our annual spring and fall recruiting periods. 
  • Place Pack 438 signs in the established public locations during the spring and fall recruiting periods.  
  • Leverage volunteers from across the entire Pack family to spread the word about Cub Scouting and Pack 438.
